Each training officer should determine how to use the alliance to best serve the needs of his or her agency. For example, if a number of employees express interest in UMUC and inquire about the tuition discount or admissions policies of UMUC, it is important for training officers to be able to assist these employees. Additionally, if training officers want to promote the benefits of this alliance or incorporate UMUC programs into their career paths, UMUC will provide them with the tools and assistance necessary to do this.
I am a training officer for a Federal agency. How should I explain the UMUC tuition discount to my employees? +
The tuition discount applies to out-of-state tuition only. Maryland residents already receive the in-state tuition rate, which is even lower than the discounted out-of-state rate. According to University System of Maryland policy, UMUC cannot provide a discount for the in-state rate.
Employees living in Maryland may be disappointed to learn that there is no discount on in-state tuition, but you can emphasize that the in-state and military rates are UMUC’s lowest tuition rates, well below even the discounted out-of-state rate, so these students are actually saving a lot of money.
The discount does not apply to all programs. It does apply to all undergraduate programs. It also applies to most graduate programs. The exceptions are programs with specialty graduate tuition and doctoral programs. These programs have the same tuition rate for all students, in-state and out-of-state, and do not qualify for any discounts.
The discount for Federal employees and their spouses and eligible dependents will be applied to out-of-state tuition and specialty graduate programs. It does not apply to doctoral programs. This discount cannot be combined with the Completion Scholarship for Maryland community college students or the Pennsylvania Completion Scholarship.
Undergraduate and standard graduate program tuition for students who meet the criteria for Maryland residency will be the applicable in-state rate. Tuition for active-duty military; members of the Selected Reserves, National Guard, and the Commissioned Corps of the U.S. Public Health Service and National Oceanic and Atmospheric Administration; and the spouses and dependents of these student groups will be the applicable military or specialty rate. As a training officer for a Federal agency, how do I know if my employees are taking advantage of the education alliance and its benefits? +
If you request an enrollment report, we will provide a report specific to your agency following each semester (spring, summer, and fall). The report will include the total amount spent by your employees at UMUC, the total discount received, the number of employees enrolled, the number completing courses and programs, the top programs employees are pursuing, and the monthly traffic on the landing page.
Does my Federal agency need to sign a separate contract with UMUC (in addition the OPM-UMUC alliance) for employees to receive the tuition discount? +
No. UMUC has signed a Memorandum of Understanding establishing an education alliance with OPM. This MOU provides all Federal employees, their spouses, and their dependents with a waiver of the application fee for new applicants and a discount of up to 25 percent on out-of-state tuition and specialty graduate programs.
I'd like to invite UMUC to attend an educational event or fair at my Federal agency. Will UMUC attend? +
UMUC will be happy to attend events (e.g., education fairs, benefits fairs, brown bag lunches, etc.) held in the D.C. metro area. If your event is held outside the D.C. metro area, we will determine whether we have available UMUC staff in that area. To learn more, please e-mail us.
I am a training officer for a Federal agency. Can my employees take a UMUC class together? Can UMUC faculty teach courses at our location? +
Yes. If you have at least 25 students for a course, UMUC can offer it to your employees online in a closed cohort. This means that only your employees would be enrolled in that particular section.
If this is a course that UMUC regularly offers in a hybrid format, we can also teach the closed cohort section at your location in the D.C. metro area.
Federal employees can earn credit in a variety of ways, including internal training.
Can UMUC provide grades to agencies if those agencies require employees to earn a certain grade for tuition reimbursement? +
Yes. UMUC can provide grades to an employer at the student's request as long as the student has submitted a FERPA Release form authorizing UMUC to share grades with the employer. UMUC can also provide a grade report to the student that can be shared with his or her employer.
