Alumni Notes
Alumni Notes are organized by region and decade, and are divided into
East, South, Midwest, West, and Overseas. We hope this will help facilitate
involvement and network building with UMUC alumni and friends in your
area.
Please share any news in your life by completing the information card
on the inside back cover of this magazine. If you wish, you may also share
your news by submitting comments electronically to alumni@umuc.edu
and via the Electronic Yearbook on the Alumni home page at www.umuc.edu/alum.
Your news will be included, as space permits, in a future issue. If you
are currently in or retired from the military, your rank will be printed
with your name only if you include it with your submitted information.

Dean Schleicher '96: Staying in Place
and Moving Ahead
In an era when common wisdom has it that the typical worker can expect
to change jobs and/or employers every few years or so, it is refreshing
to encounter someone who shows a bit more consistency. Like the Graduate
School itself, alumnus Dean Schleicher, a graduate of the M.G.A. program,
celebrated an important anniversary in 1998, marking his 20th year of
employment with the U.S. Office of Personnel Management (OPM). He also
recently celebrated another achievement: In January 1999, he was elected
to the board of directors for Calvert Memorial Hospital in Calvert County,
Maryland.
Schleicher went to work for OPM shortly after receiving his B.A. from
Frostburg State University in spring 1978. In 1988, he became a health
benefits contract specialist in the Federal Employees Health Benefits
(FEHB) Program. Today, Schleicher is a program analyst with FEHB, planning
and evaluating the activities of the huge organization. "FEHB is the largest
health benefits program in the nation," he says, noting that it is a $16
billion operation.
In summer 1992, Schleicher began his coursework in the health care administration
track of the M.G.A. "I thought the quality of the faculty was outstanding,"
he says, "especially in the area of health care administration. They were
top-notch." He also credits the program for "enhancing my foundation of
knowledge of where I am." That foundation was crucial for someone who
finds himself dealing with such complex issues as managed care and the
accreditation of health care organizations.
A long-time resident of Calvert County, where he and his wife are raising
their three children, Schleicher's strong sense of community contributed
to his decision to accept the appointment to the local hospital's board
of directors. "It's not just the only hospital in the county," he says,
"it's also a major employer and an important part of the community." Schleicher
has been named to the board's committee for planning and marketing where,
among other responsibilities, he will seek to strengthen the hospital's
position in southern Maryland.
Kathleen Edwards, director of the health care administration track and
the faculty member with whom Schleicher did his management project, says
that Schleicher's appointment to the board is a reflection of his own
professional achievements. "It is a well-deserved honor for Dean," says
Edwards, "and they are lucky to have him." Schleicher himself says that
his graduate school experience played a part. "The board was impressed
by the interdisciplinary nature of my master's program."
At Home in the United Kingdom
Today, there are more than 450 UMUC alumni living in England, Scotland,
Ireland, Wales, and the Isle of Man. Although their native land is the
United States, many of these alumni have made themselves a home, temporarily
or permanently, in the "green and pleasant land" of Milton, Chaucer, and
Orwell.
Lt. Paul Graddon, who will graduate from UMUC in early 2000 with
a master's degree, is a U.S. Air Force officer stationed at RAF Mildenhall,
in the country's East Anglia region. He has lived in England with his
wife, Sarah, since July 1997, and says that they love it.
"The people here are great and I really enjoy being able to travel, meet
new people, and experience new things," he says. "And we live in a great
village, Walshan le Willows." Living in a village gives them the opportunity,
he says, to enjoy such pleasures of English rural life as gardening and
visits to the local pub, the Six Bells. And when they feel like getting
out of the village, there are opportunities for travel in almost every
direction.
"We've been to Scotland, Wales, and many cities-York, Edinburgh, Lincoln,
Harrogate, Bath, Cardiff, London, Dublin. We took a trip to Italy last
Christmas, and we've been to Ireland, where we went to Dublin and Cork
and the Dingle Peninsula," he says. "Overall, York is by far our favorite
city in England. York is a walled city, originally built by the Romans,
about three-and-a-half hours north of here. We've been there three times
since we've been here."
Graddon says he also enjoys observing the differences between British
and American government and administration, a natural interest considering
that he received an undergraduate degree in political science from the
Air Force Academy in Colorado Springs, Colorado.
"It's interesting to see the differences in government and how it operates,"
he says. "In the United States, under federalism, there is a constant
struggle between state and national government, whereas here government
is pretty much centralized. And you can also watch the movements toward
independence in Wales and Scotland. It's interesting to compare government
here with what we are studying about U.S. government."
Graddon, who is originally from Federal Way, Washington, has been on
active duty for the past three years and currently works as a manpower
and organization officer. In this capacity he oversees an office of nine
(with which, he says, his UMUC management courses have helped ). He will
be stationed in England until July 2000, after which he will be reassigned
by the Air Force to a new duty station.
Barbara A. Rivers '89 and '92 is UMUC's senior field representative
at the RAF Mildenhall air force base, and is well known to many of the
people who have taken classes from the university in the vicinity of Mildenhall
and nearby RAF Lakenheath air force base. She has worked for the university
since 1984 and lived in England for nearly 20 years.
When Rivers' husband retired from the U.S. Air Force after being stationed
at Mildenhall for six years, the two of them decided to continue living
in England (he now works for AAFES, the Department of Defense agency that
runs PXs and other facilities for the army and air force).
"We just decided to stay," she says, noting that reasons for the decision
included a desire to live close to friends of many years and to avoid
the "rat race" of many American urban areas. Today, she has an easy 17-mile
commute through the farmland of eastern England from her home in the village
of Weeting. And, Rivers says, England is not that different from where
she grew up in Vermont.
Rivers and her husband first moved to England in 1980, when he was assigned
to RAF Fairford, also in East Anglia. Their next assignment, in 1983,
took them to Ramstein air force base in Germany, where she began taking
classes with UMUC and working part time as a computer lab monitor. After
she and her husband moved back to England, she secured another part-time
job with UMUC. "I enjoyed it, and I liked working with the students, so
after I graduated they made me full time. I've been here ever since."
In addition to representing UMUC at RAF Mildenhall, Rivers also received
her two undergraduate degrees, in accounting and information systems management,
from the university and has nearly completed a master's degree with UMUC.
Her daughter is also an alumna of UMUC, and her husband will receive his
degree next year.
"Next year is our silver wedding anniversary, and we plan on celebrating
it by walking across the stage together in Heidelberg," at the UMUC European
Division commence-ment in 2000, she says, "him for his bachelor's and
me for my master's."
